Of course disasters always happen - a nation the size of America is exposed to volcanoes, earthquakes, tornadoes, floods, hurricanes, fires... so people should take the time and very reasonable expense to prepare a bin with 1 week's worth of food, water, OTC medicines or prescriptions, as well as clothing and first aid. It's simply par for course.

It's what any RATIONAL person living in a city below sea level would have done....only the Democrats who totally controlled New Orleans and the state of Lousianna decided to spend their money on booze and Mardi Gras and not on better Levies or emergency preparedness (such as back up generators and fuel at the hospitals or nursing homes...or back up plans to use their school and municipal buses to evac people out...)

Once disaster strikes the Liberal 'plan' is to blame Bush and the GOP rather than TAKE PERSONAL RESPONSIBILTIY FOR THEIR SAFETY. Apparently liberals aren't adults so feel that someone ELSE ought to be in charge of feeding them, clothing them, housing them, teaching them and providing security and health care 24/7/365.

But they also flatter themselves for being "free and independent"! Ha!
 
Of course, Bush played guitar and continued fundraising when people in New Orleans drowned in their attics. That's how republicans handle everything.....they deny there is a problem and turn their backs on those in need!

The other republican plan is to drop bombs on thousands of people hoping to kill one terrorist (of course, no one knows for sure that there really is a terrorist in the area, but Bush thinks because he says there was then there is). Yup, if there is 80,000 people attending a football game and there is one terrorist amongst the bunch, it makes perfect sense to the Christofascists to drop a bomb on the stadium killing everyone there because it will give them bragging rights that they killed one bad guy!!!!

Well son the drivers of those buses were evacuating with their families...and the drivers who would have filled in and drove the buses were ...well...kind of a bit too far away fighting a optional . Since the Federal government(pentagon) took the drivers from the state of Louisiana, the war Bush lied his way into, they pentagon should have rushed replacement drivers in right quick...since FEMA knew that the original drivers were MIA...or RIGHT FEMA doing the job it used to preform quite well when Clinton was president...that's right Bush ET AL saw FEMA as nothing more than a patronage department to reward political hacks ...like brownie....

Kind of like the Feds admitted it was the Feds problem before the fact. However they waited 4 days until the entire world wondered what was wrong with FEMA and the Federal Government. With out those massive interest payments, Bush41 might not have had to break his "read my lips" pledge. Also Ross Perot would have never tried to RUN as a result of what was thought at THAT time as massive debt. Tax cuts might not have broken the bank from 2002...until the present...

We would not be basically funding the Chinese military with the interest we pay to them, (they hold 327 billion in our debt) so we pay them interest on it.

Nor would we be paying large interest payments to the what the treasury dept calls the oil exporters(Oil exporters include Ecuador, Venezuela, Indonesia, Bahrain, Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, the United Arab Emirates, Algeria, Gabon, Libya, and Nigeria) who proly give some of it to the terrorists whom they have funded.(they hold $101.5 billion in debt) so we pay them interest on it.

Kind of weird, we are paying countries like china, venezuala and Iran for money they loaned the US. Not to mention we pay France interest for the 28.9 billion we borrowed, (how about that FOOLE?)and Germany 48.3 billion we borrowed.

Sweden 18.2 billion No way the socialists in Sweden have enough money to loan the capitalist US?

Study of Test Scores Finds Charter Schools Lagging

WASHINGTON, Aug. 22 — Fourth graders in traditional public schools did significantly better in reading and math than comparable children attending charter schools, according to a report released on Tuesday by the Federal Education Department.

The report, based on 2003 test scores, thrust the Education Department into the center of the heated national debate over school choice. It also drew a barrage of criticism from supporters of charter schools, the fastest-growing sector in public education, who sent out press statements casting doubt on the report’s methodology and findings even before they were announced.

Even as the federal commissioner of education statistics, Mark S. Schneider, released the report, he said the agency should no longer put its official imprimatur on research comparing charter with public schools and leave such studies to independent researchers.

The study found that in 2003, fourth graders in traditional public schools scored an average of 4.2 points better in reading than comparable students in charter schools on the National Assessment of Educational Progress test, often called the nation’s report card. Students in traditional schools scored an average of 4.7 points better in math than comparable students in charter schools.

Students in charter schools that said they were affiliated with local school districts did better than those in schools largely independent from local systems, scoring on par with children in regular public schools in reading and math.

The study also compared traditional public schools with charter schools in central cities serving mostly minority students and found no significant difference in reading achievement at the different schools. However, math scores at such urban charter schools still lagged those at traditional schools, except when those charters were affiliated with local districts.

“We know they are not doing harm,” Mr. Schneider said of charter schools, “so they pass a fundamental test of policy analysis.”

But this was weak praise considering that proponents of charter schools have long argued that students at these institutions would show progress far greater than those at neighborhood schools.

The Bush administration is a strong proponent of charter schools. Education Secretary Margaret Spellings said in a statement Tuesday, “Charter schools are empowering low-income parents with new educational options and providing an important lifeline for families in areas where traditional public schools have fallen short of their responsibilities.”

The federal No Child Left Behind law aims to expand school choice by allowing schools whose students show insufficient progress for five years running to be shut down and reopened as charters.

Edward J. McElroy, president of the American Federation of Teachers, the public employees’ union that is critical of charter schools, said the study “provides further evidence against unchecked expansion of the charter school experiment.”

Jeanne Allen, president of the Center for Education Reform, a Washington group that advocates for charter schools, said the study used a flawed measure of poverty to find comparable students and failed to capture the variety of children attending charter schools and the many types of charters that exist.

“This research is no more valid than the government response to Katrina,” Ms. Allen said. “Why do we need to have the government give us data when the most important data is what we get locally, looking at the school and how it does in meeting the state standards to which they have to be held under No Child Left Behind?”

Charter schools, which are largely free from education regulations and are run by groups like nonprofit organizations and for-profit managers, are a fast-growing alternative to traditional public schools. Mr. Schneider showed discomfort on Tuesday at taking a stand on which kind of school performed better.

“This is one of the most contentious issues with regard to the charter school research debate,” Mr. Schneider said. He said the department should not put its stamp on research comparing public and charter schools but should leave individual researchers to use the data to compete in the “marketplace of ideas.”

How to judge the relative performance of public, charter and private schools has been a touchy issue for the department since 2004, when it initially avoided publicizing results from the 2003 assessment that were largely unfavorable to charters.

The teachers’ union ferreted those results out of the department’s Web site, showing that students in charters were largely trailing those in regular public schools. After the federation reported the scores, the department issued its own report confirming their accuracy.

But charter supporters objected to these findings, saying the raw scores did not convey the full picture of charter schools. They said children in charters were more disadvantaged than those in regular public schools and often turned to charters after having struck out in their neighborhood school.

Tuesday’s report, written by the Educational Testing Service, compared a nationally representative sample of 376,000 students at nearly 6,800 regular public schools with 6,500 students at 150 charter schools, controlling for race, socioeconomic status and other factors. The study did not look at students’ previous educational achievement.

Martin Carnoy, a professor of education at Stanford University who has written critically of charters, said he had found no evidence that lower-scoring students from regular public schools made up a disproportionate share of those moving to charters.

Supporters of charters argue that the findings represent only a snapshot of student performance in 2003, saying nothing about progress over time. Dr. Schneider said it had taken the National Center for Education Statistics that long to commission and review the study; the center’s main responsibility is the release of scores on the national assessment.

More recently, the 2005 national assessment showed no significant difference in reading scores between fourth graders in charters and those in regular public schools, although students at regular public schools did significantly better in math at fourth grade and in math and reading at eighth grade.


Seems the schools YOU advocate fail the test ...son. But then again failing tests on improving the country is kind of a repug meme ain't it son.

After all, we have captured the terrorists, and secured the country, both its borders and ports. Bush has balanced the budget like a good fiscal conservative would do. It wasn't National Guard or State Guardsmen who drove the school and city buses in New Orleans on a regular basis - it was New Orleans' civilian, CITY workers who did so.... and it wasn't FEMA that paid for diesel or backup generators in NEW Orlean's hospitals - that was totally A NEW ORLEANS thing.

If the buses sat idle and the generators didn't have enough fuel or weren't high enough off the ground...it was TOTALLY THE FAULT OF THE LOCALS - NOT THE FEDS OR BUSH.

So if the bus drivers of 600 buses hadn't been called up to drive their routes and pick up desperate city folk to evacuate them, it wasn't Bush or FEMA's fault as it wasn't BUSH OR FEMA'S job - it was the Mayor's evac plan thus HIS RESPONSIBILITY.

By blaming Bush or the feds for jobs that weren't his in the first place you ignore LOCAL PROBLEMS OR OVERSIGHTS that need fixing...

It isn't Bush or the National Guard's responsibility to feed, house, clothe, and educate Americans -it's....AMERICANS' RIGHT AND DUTY TO FEED, HOUSE, CLOTHE, AND EDUCATE THEMSELVES. We aren't wards of the State.

Even making $5.15 an hour, if you prioritise, you can save enough in 1 year to have a bin of food, water, and shelter materials (called "tarps") to ride out a week without services (Boy Scouts do it every year - it's called "summer camp"). It's a matter of priorities and budgetting - don't spend $ on bling-bling or tennis shoes or smokes or X-boxes and wide-screen TVs... Especially if you live in a city below sea-level!

And if the DEMOCRATIC PARTY THAT RAN NEW ORLEANS KNEW SO MANY "poor" weren't prepared for flooding then why didn't they spend their billions of Hollywood, George Soros and DNC money (to say nothing of TAX REVENUE FROM THE OIL AND PORT INDUSTRIES) ON EMERGENCY PREPARDNESS AND EVAC?

THE DEMOCRATS RUN NEW ORLEANS - IT'S THEIR PEOPLE....THEY CONTROL LOCAL AND STATE TAXES... IF THEY DIDN'T SPEND THE MONEY WISELY THEN IT'S THEIR OWN DAMN FAULT.

FEMA was not designed to be "a first responder" or "only responder" agency. It's designed to MANAGE the efforts of local, state and federal agencies.... Katrina's mess was the EFFECT OF ZERO LOCAL AND STATE PLANNING, and IMMEDIATE democratic blame-games and lies.

It's not the Army Corps that stymied the levies... New Orleans and the State of Lousianna was in charge of billions of dollars of THEIR OWN MONEY - if they wanted bigger dikes and better emergency backup systems - they had 40 years to build them and pay for them.

It wasn't Bush's or FEMA's fault t that 200 New Orleans' Police went AWOL - left the job and started looting... if they left to "take care of their families" then you have to ask why their families weren't evacuated - and why the Police didn't have backup plans for flooding....

Bush didn't VETO a single spending bill in Congress - everyone ELSE's pork has been approved - so why didn't the democratic congresscritters earmark funds for this instead of Casino's and Mardi Gras?

How would Bush's immediate arrival on the scene to bite his lip like Clinton and "feel your pain" have SOLVED ANY PROBLEM???? Again you want style over substance. Was he supposed to strike up a pose and act tough? Run around and cry and blame someone like Nagan?

Except in a disaster situation where the usual drivers each had families who needed evacuation...there is contingency plans to use the Louisiana's national Guard to replace those drivers..and carry out other actions the Governor or mayor would have felt necessary. think that was the reason Haley Barber called the national guard to duty in Mississippi two days before Katrina hit...too bad Gov Blanco did not have HER national guard.

Right son except that the ROADS that the tanker trucks were supposed to drive over were kind of flooded. That would make getting the trucks in, but trucks the military uses are designed for crossing places like flooded areas....so they could do what the civilian tankers could not....cross the flooded areas of interstate 10 to get to downtown New Orleans...Just as they did four days after the hurricane HIT, instead of being available two days before the hurricane hit like the Mississippi guard were.

It was bush's right when HE declared a state of emergency from Florida to the Texas border, and that placed FEMA at the forefront of the problem...that declaration of emergency means BUSH took charge...nobody but he can do it..but when he does he assumed responsibility. and that made FEMA the lead agency for response. They do need some aid in determining where the need is most urgent...but the responsibility is totally theirs at the VERY moment Bush declared it was.

Which the federal government is responsible for maintaining the levees. The majority of New Orleans is NOT actually below sea level actually...it is below Lake Pontchartrain and the Mississippi at that point....but that is because the levees allow that. In fact the actions of the corps made the situation worse because the levees were built to hold the water where they needed it for Ocean shipping to reach the docks...but the corps FAILED to make sure the levees were built to standard.

The city government relied on the message Georgie boy sent them in that video conference when Bush claimed the FULL force of the federal government was going to be brought to bear. Back up plans for flooding usually do not include a category 4 hurricane as the primary cause for the flooding...and any plans would include a quick response by the state national guard, not it being 9000 miles away in Iraq...and a quick response from FEMA and DOD to fill in security transportation and medical needs created as a result of the disaster....you must have never actually worked any contingency planning like this.

9-11 little real action taken to secure the country, but they did make FEMA dysfunctional as Katrina showed in spades.

They attacked Afghanistan to get Osama...well failure is kind of that result of that...Osama is still free.

They attempted to Blame Iraq for 9-11 as a pretext to invade...which is another fiasco, they have still failed to correct.

New Orleans is still a mess even though Bush promised to do everything necessary to aid in the clean up.

Think Blanco woke up that morning and suddenly discovered Bush had stole her State Guard from her in the night? Or Nagan didn't know his evac plan might need tweaking?

DOD couldn't move the fleet into the path of the Hurricane - so of course the ships were kept back from the Gulf. Given the devastation to major roads INTO the city, and miles of swamp surrounding NO there wasn't a whole lot of real estate for FEMA to pre-position relief supplies that wouldn't have been in the 'cane's path.... all the MORE REASON FOR LOCALS AND STATE OFFICIALS TO HAVE THEIR ACTS TOGETHER.

Do you REALLY BELIEVE it's Bush or FEMA's job to insure private Hospitals stockpile enough fuel for 1 week and keep the generators high off the ground? Or that declaring a federal emergency instantly beams fed'agents into places where rational people would PRESUME have their act together - like major hospitals???

It's the RESPONSIBILITY OF LOCALS TO THINK AHEAD AND PREPARE FOR DISASTERS AND THEIR RECOVERY... FEMA IS A MANAGERIAL - NOT FIRST RESPONDER AGENCY.

Nowhere does it say locals and state officers stand aside while federal agents helicopter in to replace them. Federal involvement PRESUMES LOCALS ARE WORKING AND HAVE A PLAN PREVIOUSLY PREPARED AND COORDINATED WITH THEIR STATE EMERGENCY CREWS.

You excuse the stupid idea of telling the bus drivers and Police to evac their families (why not use their buses???? fill a forth of the bus with your family and the rest with needy poor...) A DAY BEFORE the hurricane rather than 2-3 days before....

It doesn't cost a fortune for a family to prepare a plastic bin of hurricane supplies needed to sustain them for 1 week.... but it DOES REQUIRE EDUCATION - SOMETHING DEMOCRATS PRIDE THEMSELVES IN, AS WELL AS COMMUNITY INVOLVEMENT - ANOTHER THING DEMOCRATS PRIDE THEMSELVES WITH... well, here you go - you have a "Chocolate" city, run by blacks, all of whom are democrats and they drop the ball - but rather than accept responsibility for failures on their watch you and they grasp at straws to put all the blame on Bush.
